Counsilman-Hunsaker conducted a feasibility study for a proposed aquatic facility in Ammon, Idaho. The study evaluated community demand, existing aquatic offerings, and potential facility designs. It identified a need for expanded swimming lessons, fitness programs, and competitive swimming opportunities.
Three design concepts were developed: an outdoor aquatic center, an indoor/outdoor hybrid, and a fully indoor facility. Each option was assessed for construction feasibility, cost, and operational sustainability. Estimated construction costs ranged from $15.5 million to $32.9 million, with projected cost recovery rates between 66% and 69%.
McCowin Park was identified as the preferred site, although it would require demolishing the existing pool. Due to funding challenges, discussions included potential sponsorships and the creation of a county-wide recreation district.
The study concluded that a fully indoor facility would provide year-round access and best meet the community’s needs.
