In January 2006, Emerald Falls, LLC hired Sparks Architecture in association with Counsilman-Hunsaker to study the feasibility of developing an outdoor aquatics center that would support the recreational swimming needs of the development. Counsilman-Hunsaker researched aquatic recreation options and provided information that would help make an educated decision on how best to proceed with the construction of a new outdoor aquatic center.
To meet specific demographic and marketplace demands for aquatic recreational experiences, Counsilman Hunsaker developed multiple options and associated project costs for consideration and review. Each concept emphasized recreational aquatics that can be phased over time with consideration to admission and membership fees for both residents and non-residents. Based on the analysis of these options, estimates for project costs, attendance (recreation admission and organized user groups), operating costs, and operating revenues were calculated and conveyed in the Aquatic Master Plan.
