Counsilman-Hunsaker, in association with Atkins, was retained by the City of Jacksonville to conduct an economic analysis which included the financial feasibility and projected economic impact for a proposed aquatic center near First Coast High School to be used for competition and recreational use. The report highlighted two options for consideration with estimated capital and operating costs:
Option 1 - Indoor 50-meter pool, indoor dive pool with 10-meter tower and springboards, warm water spa, 1,400 spectator seats, and an outdoor leisure pool
Option 2 - Outdoor 25-yard by 25-meter competition pool with 10-meter tower and springboards, outdoor leisure pool, and outdoor tot pool
