The First Colony Community Association retained Brinkley Sargent Architects and Counsilman Hunsaker to research and provide information to aid in making an educated decision on how best to proceed regarding ten current aquatic facilities operated within the First Colony Community Association. The report was based upon research including meetings with association delegates, interviews with association members, other community members, and site visits of the ten aquatic facilities.

The report also included information developed from discussions with area providers, an understanding of the demographics of the market area, a review of national trends in aquatics, considerations of construction costs in the local area, and an analysis of how these issues impact the operation of the First Colony Community Association pools. The purpose of this Aquatic Master Plan was to evaluate the potential use for the future of the FCCA pools.
