The City of Noblesville, Indiana, in collaboration with the Friends of Forest Park Pool, engaged Counsilman-Hunsaker to conduct a comprehensive feasibility study for the Forest Park Outdoor Pool. The facility, which features a 50-meter outdoor pool, a platform diving well, a recreation pool, and a spray pad, was evaluated to determine its current condition and explore options for its future.

Counsilman-Hunsaker assessed the community's aquatic needs and recommended renovating or replacing the pool complex. Multiple design concepts were developed, including cost analyses for construction and projected annual operational expenses and revenues. One innovative option considered was enclosing the 50-meter pool and diving well with a retractable-roof structure by Open-Aire, enabling year-round use for the Noblesville community.
