In 1999 and 2001, Harris County, Texas, retained Counsilman-Hunsaker to conduct a feasibility study to develop aquatic options for current and future aquatic programming at the former Houston Oilers training complex.

Four concepts were developed to emphasize a facility capable of hosting competition meets. Each concept was analyzed and estimates were made for project costs, attendance, operating revenue, and operating expenses.

Based on the analysis from these studies, the City of Houston and Harris County partnered to build the city’s first aquatic center to offer free competitive swim lessons and training to children from low-to-moderate-income families between the ages of 7 and 18, who lives in Harris County for $7.1 million.
