In 2009, Counsilman-Hunsaker acted as a third party to assist the City of Kingsport and the YMCA to form a partnership agreement to expand YMCA offerings. Counsilman-Hunsaker's experience in nationwide research and engaging in conversations with third party consortiums on the city's behalf proved effective in a mutual interest and common vision in the major capital asset between the municipality and the YMCA partner.
In 2015, The City of Kingsport, Tennessee, retained Counsilman-Hunsaker for the purpose of an aquatic facility operational audit of the Kingsport Aquatic Center (KAC). Although the KAC has only been open since 2011, the city wanted the facility to be a more financially sustainable operation. The audit included an analysis of the existing operation, expense/revenue analysis, existing facility analysis, and a market analysis. A detailed budget was drawn up as well as numerous recommendations.
