In 1997, the City of Kirksville, MO, commissioned Counsilman-Hunsaker to develop design options for renovation of their existing community pool. After conducting a Feasibility Study, Counsilman-Hunsaker developed five options for the city's consideration. These design scenarios included repair, renovation, and replacement of the existing aquatic center.

It was recommended that a new facility would be the most cost-effective approach, and in 1998, Kirksville residents approved the funding for a new family aquatic center.
