In 1998, Burgess & Niple Limited in association with Counsilman-Hunsaker completed a Feasibility Study for the development of a community center to including two bodies of water for competitive swimming and leisure swimming as well as a gymnasium and fitness area.

In 2003, the Coiunsilman-Hunsaker updated the previous study from 1998 by reconfirming the program of a new recreation center concept, featuring a natatorium with an eight lane 25-yard competitive pool, a separate leisure pool, and various fun attractions. The study included a benchmark analysis of cities in the northeast Ohio area, promoting quality of life amenities.
