Counsilman-Hunsaker, in collaboration with Ballard King & Associates and Ohlson Lavoie Corporation, conducted a feasibility study to evaluate options for replacing the R.C. Icabone Outdoor Aquatic Center in Cañon City, Colorado. The study involved market analysis, stakeholder input, and community surveys, which revealed strong local interest in expanded aquatic programming. In response, the team developed multiple design concepts that included indoor and outdoor elements to accommodate recreational users and competitive swimmers.
After reviewing potential locations, the study identified the current Icabone Pool site and adjacent school district property as the preferred option, supported by possible partnerships with the City and School District. Three facility options were considered, with estimated construction costs ranging from $9.8 million to $24.8 million, requiring ongoing operational subsidies. While an outdoor-only facility was deemed more financially sustainable, an indoor facility would offer year-round use. Ultimately, the city backed a hybrid option featuring an indoor six-lane, 25-yard lap pool alongside an outdoor recreational pool, striking a balance between financial feasibility and year-round access for the community.
