The South Suburban Park District (SSPRD) hired Counsilman-Hunsaker in September 2017 to conduct a facility assessment of Harlow (1963), Franklin (1964), and Holly (1977) pools with the goal of determining budgets and prioritizing necessary repairs and renovations. Upon the completion of this audit, it was identified that the potential costs to complete repairs and renovations to meet current codes and industry standards would likely exceed the costs of full demolition and reconstruction. To follow the district’s guiding principle of Quality First, it was determined to begin an overall Aquatic Master Plan to review current offerings and facilities, as well as determine next steps in addressing the oldest aquatic facilities – Harlow, Franklin, and Holly Pools.
Pleased with the results from the study, Counsilman-Hunsaker was retained for aquatic design services for all three pools which opened in 2020. The new pools included:
Franklin Pool - 4,350 sq. ft.
Project includes stair entry, underwater bench, six 25-yard lap lanes, 1-meter diving board, water basketball, wading area with water table and spray features.

Harlow Pool - 3,350 sq. ft.
Project includes zero depth entry, three 25-yard lap lanes, water basketball, water volleyball, various spray features, floatables, and runout slide.
Project Cost: $3,033,044; Aquatics Cost: $1,320,000
Holly Pool - 5,900 sq. ft.
Project includes a six lane 25-yard lap pool, stair entry, 1-meter diving board, and water basketball, as well as a 2,470 sq. ft. recreation pool with zero entry, two stair entries, underwater bench, vortex, various spray features, and waterslide.
