Texas Baptist Encampment (Study)

Palacios, TX

In February 2018, the Texas Baptist Encampment (TBE) commissioned Counsilman-Hunsaker to perform a feasibility study analysis for a new outdoor aquatic center. Through this process, Counsilman-Hunsaker was contracted to identify and assess the need for a new aquatic center, develop several options for consideration that meet the aquatic needs of TBE, and develop construction and projects costs to build the facility. Along with the initial capital costs, the annual operational expenses and revenues have been projected.

The goal of the study was to provide the leadership of TBE with the information they need to make an informed decision about moving forward with the construction and operation of a new outdoor aquatic facility that will service the recreational, instructional, fitness and competitive aquatic needs of its campers and the Palacios community.

Counsilman-Hunsaker developed three options for consideration that incorporated various types of pools and features to meet the aquatic needs of the Texas Baptist Encampment. All options consist of support buildings for admissions, storage, locker rooms and pool mechanical systems, in addition to shade structures for guests. Each option included costs estimates as well as revenue and expense analysis.
