Topeka Public Schools – Capitol Federal Natatorium (Audit)

Topeka Public Schools commissioned Counsilman-Hunsaker to provide a swimming pool assessment for the Capitol Federal Natatorium. The natatorium is home to the Topeka Public Schools swimming and diving programs, as well as the Topeka Swim Association. The facility includes a 50-meter competition pool, built in 2003, and a separate four lane, 25-yard lap pool, built in 2010.

Peak facility usage occurs during swim meets, including participation of 700-800 swimmers and up to 1,000 spectators, particularly during summer league swim meets in August. During these high occupancy events and periods of heavy pool use, poor air quality was experienced in the natatorium causing respiratory issues and eye irritation to patrons.

The purpose of the aquatic facility audit was to review the competition pool and warm-up pool systems for deficiencies regarding the Model Aquatic Health Code (MAHC), federal law, and current industry standards. Chemical delivery and storage were also investigated as an area of concern, along with corrosive air quality in the filter room due to open top surge tanks. The report detailed solutions for short-term and long-term recommendations, as well as probable construction costs.
