Before moving forward in building an aquatic center, the city of Waukegan contracted Counsilman-Hunsaker, in association with PHN Architects, to develop project costs and a pro forma analysis for two conceptual ideas.
Option One featured a new full community aquatic center with indoor lap/leisure pool, therapy pool, and required support spaces. Option Two featured an aquatic center addition to an existing community center with indoor lap/leisure pool, therapy pool, and locker rooms. The operational pro forma included an opinion of expenses and revenue projections with a “Typical Recapture Rate,” which is the percentage of operating expenses typically recovered through operational revenues.
With project costs and a pro forma in hand, the city had a better understanding of what they might achieve for each concept being considered.
