The City of John Day, Oregon retained Counsilman-Hunsaker in August of 2018 to complete a feasibility study for a new aquatic facility to serve both the City of John Day and the surrounding community. The study explored several options that included both indoor and outdoor facilities that would replace the existing city pool. For the second phase of the study, Opsis Architecture was added to the team to study the preferred design and create a facility layout. Counsilman-Hunsaker concluded with a revenue and expense analysis of the preferred layout. The results of the study provided the information necessary to propose a new service district for the pool and a bond election.
