The City of Washington retained Counsilman-Hunsaker to study possible options for a new outdoor swimming pool at the Agnes Nolting Aquatic Complex. The city passed a bond in 2018 that allocated $3.5 million towards a new pool. Several different options were developed that were based on the community outreach process led by Counsilman-Hunsaker, which included stakeholder meetings, a community meeting, and an online survey that received over 1,500 responses.
