In the 2007 Baytown Marketing Development Plan, city residents pointed to a need for a large family aquatic center to draw from inside and outside their community. The Wayne Gray Sports Complex, located near a major highway ad an ample footprint to add attractions and accomplished this goal. The study also included a physical audit of the facility along with a cost estimate. From this Marketing Development Plan and audit, Counsilman-Hunsaker was retained to be part of the design team for an addition to the Wayne Gray Sports Complex. The addition included 22,000 sq. ft. of water space.
As the facility neared completion, Counsilman-Hunsaker was consulted to prepare the City of Baytown with job descriptions, Texas health code requirements, on-site workshops to understand water chemistry, and proper use of the pool equipment. A Standard Operating Procedure Manual was written for the new aquatic staff, covering all the necessary information and procedures for a long lasting, properly run aquatic center.
Following another major expansion in 2014, the facility boasts a new 10,000 sq. ft. wave pool, 700 sq. ft. sprayground, and two signature waterslide rides (Boomerango and Colorado Drop) as well as a new 3,350 sq. ft. concessions building and a 3,300 sq. ft. wave pool building.
Since then, Counsilman-Hunsaker has completed both an expansion study for the waterpark and the design of those expansions, completed in 2017. In February 2020, Baytown implemented HydroApps making Baytown Counsilman-Hunsaker's first official Full Circle Client.
Today, Pirate's Bay is still a major seasonal attraction in the Houston area with its waterslides, wave pool and lazy river, play areas, and tons of features suitable for all ages.
