Counsilman-Hunsaker was retained to conduct a feasibility study for the City of Cape Girardeau and the Cape Girardeau School District. Collectively, the two entities had approved $10,000,000 to provide new aquatic offerings within the city. Counsilman-Hunsaker was tasked with identifying how to meet the needs of the local aquatic user groups, with potential options including a single facility, two separate facilities, or the renovation of the existing Central Pool plus a new leisure pool. Counsilman-Hunsaker met with the Aquatics Task Force multiple times, providing a range of recommendations for their consideration, and at the conclusion of the study, a final presentation was made to a joint meeting of the City Council and School Board.
