In January 2020, the City of Richland Hills commissioned Counsilman Hunsaker to perform a feasibility study analysis to study a future aquatic amenity addition to The Link Event Recreation Center. Through this process, Counsilman-Hunsaker was contracted to identify and assess the need for a new indoor or outdoor swimming pool complex, develop several options for consideration that meet the aquatic needs of the Richland Hills community, and develop construction and projects costs to build the facility.  The study included four separate scenarios that included two separate indoor-only option, an indoor/outdoor option, and an outdoor-only option. For each of these options the Counsilman-Hunsaker team generated a customized operational revenue and expense analysis.
