The City of Crescent City owns and operates the Fred Endert Municipal Swimming Pool which receives over 40,000 visits per year and offers a variety of programs to the public including group and individual swimming lessons, recreational and competitive swimming, exercise programs, and pool rentals.
The city retained Counsilman-Hunsaker to produce a 10-year master plan for the Fred Endert Municipal Swimming Pool which has been open for over 50 years and includes an indoor 6-lane, 25-yard lap pool and a spa. Counsilman-Hunsaker conducted an operational audit reviewing the pool’s operations, which included programs offered, annual revenue and expenses, staffing levels, compensation, efficiency, and the most appropriate user fees and funding mechanisms. The audit identified areas and opportunities where the swimming pool can have a more financially sustainable operation, while maximizing the experience of its users and guests.
Counsilman-Hunsaker worked with the City Steering Committee to develop several opportunities for the Crescent City community to provide feedback on the current operations of the swimming pool, as well as list opportunities for the future. Several community meetings were held to allow aquatic stakeholders, such as the school district and swim clubs, to provide input as well as through an online survey.
