In February of 2018, Counsilman-Hunsaker was retained by Parkhill Smith & Cooper and Jal Public Schools to provide a facility-specific business plan for the aquatic center being constructed in Jal, NM. Counsilman-Hunsaker developed the business plan based on the proposed programming, staff levels, and operational hours of the facility and presented the findings to Jal Public Schools.  The business plan included expected expenses, anticipated revenues, and options for changes to existing fee schedules to create stronger cost recovery.
