St. Francis Catholic High School's Athletic Master Plan included the addition of a new aquatic facility to support the school’s swim team, along with physical education and community programs. Counsilman-Hunsaker was retained to look at the pros and cons of a one-pool and two-pool system. Costs to build and operate the pools was provided, along with the impact to potential revenue based on the ability to provide a variety of water depths and temperatures.
