The South Suburban Park District (SSPRD) hired Counsilman-Hunsaker in September 2017 to conduct a facility assessment of Harlow (1963), Franklin (1964), and Holly (1977) pools with the goal of determining budgets and prioritizing necessary repairs and renovations. Upon the completion of this audit, it was identified that the potential costs to complete repairs and renovations to meet current codes and industry standards would exceed the costs of full demolition and reconstruction. To follow the district’s guiding principle of Quality First, it was determined to begin an overall Aquatic Master Plan to review current offerings and facilities, as well as determine next steps in addressing the oldest aquatic facilities – Harlow, Franklin, and Holly Pools.
