The City of Plano Swimmers (COPS) retained Counsilman-Hunsaker to provide a feasibility study that would analyze the costs for the team to develop their own training facility. COPS had identified the need for additional training space due to team growth and limited access to city-owned facilities. Options included indoor teaching and programming pools, along with outdoor 50-meter training lanes.
