The Plainview Aquatics Center, located in M.B. Hood Park, celebrated its grand opening in June 2021. Voters approved a $3.8 million bond in May 2018 to replace the existing aging facility. Managed by the Plainview YMCA, the aquatic center is twice the size of the pool it replaced and will hold more than 350 people.

In addition to aquatic design services, Counsilman-Hunsaker was retained by the City of Plainview to provide an expense analysis and pre-opening training for the Plainview Aquatic Center.  The expense analysis included labor, utilities, chemical demand, facility supplies, and maintenance and repair demand.  The pre-opening training included facility-specific training to orient management and staff to daily operations.  Training included EAP practices, cleaning, maintenance, and daily operations.
