Counsilman-Hunsaker and Kimley-Horn performed a Needs Assessment, Program Requirements, and Financial Performance Study to help the City of Port St. Lucie with specific information for the design of a new outdoor aquatic center. Several options were developed to meet the aquatic needs of the community and generate outside visitation to the city; a smaller community aquatic center, a mid-sized aquatic center with a regional draw, and a large waterpark that would attract guests from a 30 to 60-mile radius. Program elements, attractions, capital, and operational costs were all presented to the Port St. Lucie City Council in a final presentation.
